The song has always been an inspiring method communicating language. The project “Open to Every Citizen”, therefore, focuses on this reliable means aimed at exposing six languages, both widely and less spoken, to those who are incapable of learning languages themselves. Songs in six different languages will raise the language learning awareness of young disadvantaged people and direct their steps towards language resource centres.

The main tool to convey the beauty of the language is choirs representing Lithuania, Estonia, Latvia, Italy, Great Britain and Spain. The choir singers will be the first to “taste” the six target languages through three songs in each language. The project involves exchange visits of language promoters and choir conductors to introduce a language in the form of a word and a song. It also involves exchange among choir singers who during the stays in foreign countries will have an opportunity to use the target language in its natural environment. Thematic language activating sessions meant for choir members, target groups and the general public will also add some extra “spice” to the process of language promotion and development of survival competence in real-life conditions. The three-year project will entail a number of choir concerts that are intended to increase people's motivation for learning a foreign language through enjoyment. The project is expected to end in the release of a CD and publication of a “Selection of National Songs” (in all target languages) to remind every language learner that learning a language is fun.

The project logo sign drawn by a Lithuanian graphics designer Rimvydas Kepežinskas supports the project idea as well. This tallish man with tangled hair wearing a tailcoat and a bow-tie under his chin symbolizes a European choir conductor in the role of a foreign language promoter. His arms, instead of keeping a baton and conducting a choir, are stretched sideways to carry the meaning of openness. Openness to every European willing to learn Estonian, Latvian, Lithuanian, English, Italian and Spanish.
